xXx2: State of the Union, film en français - Les vents du changement politique traverse les couloirs du Capitole où le président populaire devient la cible d'assassinat d'un groupe radical du gouvernement américain intégré de dissidents. Seules deux personnes sont conservés entre l'anarchie et la liberté: L'un d'eux, Augustus Gibbons, a réussi à survivre à un coup dur pour le siège secret de la National Security Agency et a pris la fuite. L'autre, un soldat décoré des forces d'opérations spéciales, Darius Stone, est sous étroite surveillance dans une prison militaire. Gibbons a besoin une fois de plus un outsider et Stone est son homme.
